The connection has tried and failed to retrieve the contact list.

If GetContactListAttributes is called in this state, it will immediately raise an error indicating the reason for failure. The connection manager SHOULD try again to obtain the contact list, if appropriate for the protocol. If it succeeds later, the ContactListState MUST advance to Success.
