make char device node
This call creates a char device node called path with mode mode and device major/minor devmajor
and devminor. It is just a convenient wrapper around mknod.
Unlike with mknod, mode must contain only permissions bits.
The mode actually set is affected by the umask.
This function depends on the feature "mknod". See also feature_available .
