Parse the extended report block for DLRR report block type.

this	a valid XR Packet which has DLRR Report Block.
nth	the index of sub-block to retrieve.
ssrc	the SSRC of the receiver.
last_rr	the last receiver reference timestamp of `ssrc`.
delay	the delay since `last_rr`.

true if the report block is correctly parsed.
